Why isn't my outside tap working?

My outside tap was fitted last year from the cold supply under our combi boiler, it worked fine last summer, but now I have put it back on after the winter there is no water flow. Its not the tap as I have taken that off and the flow is still just a dribble coming from the actual hose from the inside of the house. Any ideas why its not working?
