A diaper and a two year old.?

Ok my daughter is two and refuses to keep her diaper on. I have tried potty training and it seems to have helped a little but not enough. i have also tried BIG girl pants and pull ups but they didn't work either. After I take her to go potty and all not even 10 min later they are wet and pulled off she hates felling wet which is a plus I would guess. I just want to know if you have any suggestions to help make this a little easier on me and my family. I also use treats when she does make it to the potty but that is very seldom. Help me figure this out. Thanks
