Which atmospheric layer contains weather?

The weather we directly feel happens in the troposphere but weather happens in all layers. Temperature, pressure, winds, and moisture fluctuates in every layer and how it fluctuates affects the weather at the surface. The jet stream usually occurs at the troposphere boundary. Precipitation is contained within the troposphere however.
