If I get the baddest a$$ mofo GPU and stick it in a low end dual core + 4-6 gig ram system?

You would see a huge improvement, but I doubt you would be able to max out the graphics. The best gpu's on the market start at $700, so if you were going to spend that kind of cash then you might be better off buying a few cheaper upgrades over one fast gpu.
